Vowifi and Volte only working for incoming calls

I used to be able to have this working for a good, long time. However, Since I updated to Android 14 QPR 2 Beta, When I try to make a call, it falls back to 3G. I can briefly see the VoWifi icon, but it doesn't work. However, If I get an incoming call, it works as expected.

I went back to December stable build and the issue keeps happening.

PixelIMS version is 1.2.6.
IMS Registration: Registered
Added the IMS Apn

So does this issue exist even when going back to the december stable build?
