pip install issue

Hi there,
I have all the requirements installed in windows 10, 32bit. I tried to install it trough Anaconda as well as directly from python. I have the complete Visual Studio installed, python 3.9-32. As well as:
pip3
pandas
numpy
scipy

I tried several options which obviously didnt work.
main error is:

#error: command 'C:\Program Files (x86)\Microsoft Visual Studio\2019\Community\VC\Tools\MSVC\14.29.30133\bin\HostX86\x86\cl.exe' failed with exit code 2
