Remind users about the topic suggest command

What problem does this address?

Users often dont know they can suggest topics. A button or a message that is triggered with a random probablity when a user runs the topic command providing them this info would be helpful

How would this solve the problem?

• Choose a non intrusive probability and toss a coin when a user runs the topic command
• If Heads: display a button or an additional text message with the topic that reminds them about the existence of the /topic suggest command
• If Tails: Ignore
