Update Release Manager Handbooks to document processes related to OpenBuildService

We need to update Release Manager Handbooks to highlight processes related to OpenBuildService:

• How to use and monitor OpenBuildService
• How to publish new packages
• How to create and maintain projects for each Kubernetes minor release
