Flawed RTSP/ONVIF implementation #1693

Describe the bug
When the Tapo C120 cam is used in Scrypted, the RTSP video heavily stutters. This issue within Scrypted is well documented by many users of this camera model. Open source VLC, frigate, blue iris, and other RTSP viewers do not have any issues properly playing RTSP video from the tapo C120, which must mean that the issue resides in Scrypted and the RTSP/ONVIF implementation is flawed.

To Reproduce
Steps to reproduce the behavior:

  1. Add tapo C120 through ONVIF plugin to Scrypted.

Expected behavior
Clear, no stutter, video like in VLC.

Same problem on my Tapo C325WB

MinorStream 1280x720 @ 798 Kb/s 20fps

No problem with Tapo C110,C310 and C320WS
