759d285 made sure H.264 works in my current testing environment, and enabled transmission of videoDecoderConfig/audioDecoderConfig as extension header.

f6eefd1 wrote getMiExtensionHeaders, which generates a single or multiple headers with encoded chunk and metadata. some field values in audio bitstream header should be modified later because value after encoding should not be used

0fcaedc implemented seqId passing from encoder(which manages the total chunk count in the track) to getMiExtensionHeader

couldn't be accomplished during IETF122. I'm gonna keep working on it but probably at different branch
