.github: add OS windows and macos

Change matrix with OS variants. With that the action now runs also on ubuntu (ubuntu-22.04, ubuntu-20.04), macos (macos-13, macos-12, macos-11) and windows (windows-2022, windows-2019). Signed-off-by: Heiko Thiery <[email protected]>
