Is there a clear license for reproducing and modifying this guide?

No, but I was thinking that a set-up fee of $10,000 per site, with an annual maintenance fee of around $1,000 per developer would seem reasonable.

Joking aside, the code on Ray Wenderlich's site is available via an MIT licence, so I don't see why this shouldn't also be a suitable licence for this guide.
