Resource requests (and possibly limits) for components

We should have resource requests defined for components so they can be better scheduled.

We should consider adding resource limits too, although this might be problematic.

IIRC @rata did mention issues about restricting contour pods with resource limits. Under high traffic load they tend to consume more resources, so we need to exempt such components from it.
