Modify on the node distribution criteria.

Very impressive work. I've been working on a project related to RapidChain and I found your implementation the most comprehensive one among the available. I also checked your thesis (although link was not provided as promised) and the results presented and they seem motivating to further improve the protocol.

The issue I'm opening here is to discuss whether it is possible to modify on the node-shard distribution criteria in your code. In the original proposal, nodes are distributed according to the Cuckoo rule with a max churn rate of 5%. Where is that exactly in your code and how can this be modified?
