Jenkins jobs create server: Reject if the name is already being deployed #252

Problem

On jenkins jobs, we can create the same name with the server that is already deployed
We need this kind of protection, to prevent the name with the default servers can be used "e.g: velero"

As discussion, we can change the prefix to "gsh-"
To prevent double name with devops
