We should be able to add constraints based on concrete time ranges. #160

E.g., a predicate that says an event occurring between 2021 and 2024

This includes things like a trigger event of a certain date (e.g., we make a prediction for everyone on 1/1/2015) or for a constraint that a predicate occurs in a certain time range (w.r.t. calendar date)
