Upgrade notifiers to noticed 2.x #23

The notifier classes (for Noticed) in are still for noticed 1.x: https://github.com/jumpstart-pro/example-hotwire-native-rails-backend/tree/main/app/notifications
I was confused by things being different from the Noticed docs and then figured out that they are outdated.
