On yakkety, on AWS, the network connection does not come back:

I have manually verified that the machine is unreachable via ssh. I have re-run the test with xenial, and it passed:
http://juju-ci.vapour.ws/job/hammer-time-aws-yakkety/72/console

I conclude that InterruptNetworkAction fails to restore the network on yakkety. More investigation is needed to see exactly what's going wrong.
