Broken link in generated hooks #612

Hi,
Charm build seems to put a broken link into the generated hook files (python).

This link is broken (404).
https://jujucharms.com/docs/stable/authors-charm-building

It seems like this in "hook.template", but that got moved to a layer. I can't tell which one though.
