adduser is a Debian frontend for useradd. It's not available on e.g. Archlinux. I don't have a proposed solution; I'm not sure if there's a nice portable way to add a system user.

The nice way would be to check which Linux distribution is the system running, something to do at some point.
Somebody was going to package it for Archlinux, but i didn't heard back.

Here you go: https://aur.archlinux.org/packages/dhcpcanon/ (needs thorough testing) :)

The recommended way to add system users in archlinux is sysusers.d(5).
