implement the contract in solidity and add tests

Requirements are in the README. Code should be written for ease of verification and auditing. Tests should interact with the Maker system deployed on Kovan. Tests should demonstrate end-to-end function of the contract from creation, funding via the executive, claims, and self-destruct through the executive. Executive spells are also part of the requirements and need to be implemented.
