gloobus-preview isn't currently available for Ubuntu 14.04, so perhaps we can implement gnome-sushi somehow?

Shouldn't be a problem but I won't get to it soon. You might even be able to do it with the custom_executable setting though. Check out the setting file for a description.

I have, but I couldn't figure out how to execute sushi from the command line.

for nemo-preview following command line worked for me:
gdbus call --session --dest org.nemo.Preview --object-path /org/nemo/Preview --method org.nemo.Preview.ShowFile 'file://<path to html file>' 0 true
