Reuse local packages to avoid downloading after update

What problem are you trying to solve?

Sometimes I just want to create a new project, but there have been an update of the package.
Hence I automatically need to download the new version even if I don't care.

What solution would you like?

Maybe list locally available versions of packages or even better, add a flag to use downloaded version ? e.g devbox add --local jdk would reuse the latest locally available jdk version

Alternatives you've considered

Listing local versions of packages, but I don't know how to do that
