support to shutdown and start a vm

What feature do you want to see added?

I want to shutdown a vm if it doesn't receive jobs for a long time.
If a job is coming the vm will be started,this will save some resources.

Just configure availability on your node :

I shutdown a vm, then schedule a job on it, but proxmox-plugin will not start vm ,
I start a vm, then schedule a job on it, after severial minutes proxmox-plugin will not shutdown vm.
