Fix arbitrary JSON and property file read vulnerability

Arbitrary JSON and property file read vulnerability probably due to descriptionPropertyFile parameter. This parameter is used at line 664 and line 673 to read an arbitrary file from anywhere on agent.

1. How to limit the property file to the project at hand?
2. Maybe we shouldn't support reading properties file. The properties could be read by prior code in the pipeline.
3. The resolution of the property is strange, using an Ant Task. (Why?)
