Release note missing for 143.v6cb_d4e85f9d5

Hi,

looking at my renovate PR this morning I saw the release notes for 143.v6cb_d4e85f9d5 is missing

Checking at the cd action looks it failed

Error: on='[ERROR] Make sure `git status -s` is empty before using -Dset.changelist: [yarn.lock] (use -Dignore.dirt to make this nonfatal) -> [Help 1]

looks the build modify the yarn.lock which fail the build due to changed

I guess the draft release need to be manually published and build fixed
