Register Yourself on the login page is disabled

Hello,

One of my ex-colleagues had disabled the register yourself on the login page.
So whenever I click on it now, It says - Please login to view this page.

I have the Guest user group and also have the /users/register permission allowed in the DB.

Not sure what the problem is.

Please suggest how to get this working.

Hello,

I figured out from my tmp folders and cache files that it is not getting updated and the permissions for Guest is not fetched.
I tried deleting the files but that just crashes everything and wouldnt let me login also.
Please tell me a way to fix this. This is critical.
