Описание бага
Формат даты создания (размещения) новостей и статей всегда в 12-ти часовом формате (без указания до/после полудня), дата создания комментария в 24-х часовом формате.

Ожидаемый результат
Все даты в каком-то 1-м формате, в идеале — переключение в настройках.
