Prohibit "in progress" releases

Make sure the release date in the Changelog doesn't still say "in progress" when doing a release.

Could probably automate this by breaking up the Changelog into per-version entries, and automating the construction of the main Changelog file. That would allow us to verify that the Changelog actually has entries for everything, though I don't know if we want to enforce that.
