Setting the DNS for the Ethernet adapter inside the guest to Google DNS servers (8.8.8.8 and 8.8.4.4) allow connections and for the Parsec/VB installs to proceed. I'm also having issue getting parsec to work properly 100% of the time (only one successful connection that had the proper display selected/loaded, otherwise I was forced to use the default resolution and 64hz refresh.) Will update this issue after a third try, fully deleting and restarting the vm creation.

That is actually the expected default behaviour. The Default Switch by Hyper-V is not configured for the external network.
You need to configure the adapter with the right settings yourself and assign it to your VM.
