Unable to install dev wheels for 313 on Ubuntu. Wheel is missing.

Steps to reproduce the issue

Follow instructions to install dev wheels. Returns wheel is missing.

 uv pip install -U -f https://www.open3d.org/docs/latest/getting_started.html --only-binary open3d open3d

Error message

error: Failed to fetch: `https://github.com/isl-org/Open3D/releases/download/main-devel/open3d-0.19.0-cp313-cp313-manylinux_2_35_x86_64.whl`
  Caused by: HTTP status client error (404 Not Found) for url (https://github.com/isl-org/Open3D/releases/download/main-devel/open3d-0.19.0-cp313-cp313-manylinux_2_35_x86_64.whl)

I’d like to take this issue.
It looks like the 404 is due to the installer requesting a wheel for Python 3.13 (cp313), which may not be available yet for Open3D.
I think this is the main cause, but I want to verify it thoroughly and check if there’s also an issue with the release URL being used.
I’ll update once I have more details.

There is links on the site for CP313. I have figured out a work around. Installing Python 3.12 via uv.

I think i found the root cause.

The link referenced for Python 3.13 from the documentation page
https://www.open3d.org/docs/latest/getting_started.html

points to a non-existent wheel:
https://github.com/isl-org/Open3D/releases/download/main-devel/open3d-0.19.0-cp313-cp313-win_amd64.whl
This URL returns 404.

However, the actual cp313 wheel does exist under the main-devel release, but with a different filename that includes the commit hash:

https://github.com/isl-org/Open3D/releases/tag/main-devel/open3d-0.19.0+9ce3ce6-cp313-cp313-win_amd64.whl

So it looks like the documentation is constructing an outdated or incorrect filename for the cp313 wheel.

As a temporary workaround on Windows + Python 3.13, the wheel can be downloaded manually and installed with:
pip install C:\Users\Downloads\open3d-0.19.0+9ce3ce6-cp313-cp313-win_amd64.whl

This installs Open3D 0.19.0 successfully in a Python 3.13 venv.

It would be great to either:

• update the docs link to the correct cp313 filename, or
• normalize the wheel naming so it matches the expected open3d-0.19.0-cp313-cp313-*.whl pattern.
