Policy for process?

Is there a documented preference for bumping process? In particular for known red sections, one could always integrate at last green before first red or before last red (well and of course fix red :)). There are trade offs for more known good integrates vs larger jumps and I'm not sure if there is a preference (the loop script would push towards the former).
