[BUG] Cannot use annotation tools with instance pipeline.

What happened:
When attempting to run annotate_columns without passing a pipeline argument, it attempts to read the pipeline configuration from the empty pipeline argument and resulting in a crash.

What you expected to happen:
The tools are expected to use the annotation pipeline of the locally configured in the environment GPF instance.
