In some cases, the channels under devices are used as states

To Reproduce
Steps to reproduce the behavior:
Create device in adapter config, I did not find the time to further investigate why it only happens on some devices

Expected behavior
channels are not meant to be states

I think the reason is "Backward compatibilty" ... so changing this would be a breaking change
