Page titles: make more unique #279

The HTML page titles are currently unique to the page, but don't include the name of the site or organization.

https://accessibility.iu.edu/creating-content/web-content/titles.html

For accessibility and general discoverability ( SEO, I believe) it's good to include both.

At some point we had something like this on Zenodo: <title>{title} | Zenodo</title. Not sure if it's always ideal. Perhaps we can define a config, that allow users to specify it as they see fit

TITLE_FORMAT = "{title} | {config.THEME_SITE_NAME}"
