Domain delete/update for a domain with penidng Confirmation should automatically reject the confirmation request

domain:delete request with verified='yes' parameter for a domain with pendingDeleteConfirmation should automatically reject the pendingDeleteConfirmation request and then process the verified domain:delete request.

Currently the pending status is ignore, verified delete request is also accepted creating a situation where there are conflicting pendingDeleteConfirmation and pendigDelete statuses simultaneously set creating a situation where accepting on rejecting confirmation status by the registrant fails.

Same principal must be applied for the registrant change update as well - verified update request auto rejects the pending status and after that the update request is processed
