clientHold status must not me reset unless the ForceDelete status is reset

If the clientHold is removed it will currently be restored every time start_client_hold task is run (daily).

The clientHold status is there for hard ForceDelete procedure to make sure user of the domain knows there is an issue with their registration. Once registrant has contacted registrar and is in process of fixing the data, registrar can restore the domain to zone by removing clientHold status.

So the clientHold status should not be reset unless the whole force delete status is reset.
