Switch from std::chrono::timepoint to TimeStampWithoutTz (or With Tz) #47

Userver no longer supports std::chrono::timepoint in postgreqsl so we should switch

Don't forget to delete
add_compile_definitions(USERVER_POSTGRES_ENABLE_LEGACY_TIMESTAMP=1)

when done
