[Feature]: AV1-Enc: send Timing_Info #315

What Feature?

To properly communicate the frame rate it's necessary to send the Timing_Info inside of the SPS OBU.

What's the usage scenario would be benifited?

Transcode for media delivery

VPL has an interface for timing info, you can check here https://intel.github.io/libvpl/latest/API_ref/VPL_structs_encode.html#_CPPv4N19mfxExtCodingOption317TimingInfoPresentE

AV1 encoding added this support from this commit c6abb01
