Enable the Support for InceptionV3 Model

feature request for Intel_movidius_nn_hal

Enable the Compiler support to handle Inception V3 Model, specifically
enable below features like CONCATINATION support and connection a layer with multiple layers is also needed.

It can enable not only Inception V3 but also multiple other networks
