sycl/test-e2e/DeviceWait/basic.cpp not yet supported by Windows drivers #20927

Describe the bug
#20377 introduces sycl/test-e2e/DeviceWait/basic.cpp, but the Windows drivers don't support it yet. This tracker is for tracking the enablement of this test once the Windows drivers support device-wide synchronization.
