Checklist for creation of relationships

Work on some form of checklist with typical items that might require setting up a liaison relationship. In most cases this would be related to the other SDO's processes. e.g. Can the SDO's standards be freely accessed or does that require a liaison to access them, how can input be provided to their processes etc.
