Explain that informal relationships are preferred

There needs to be some text to document our current unwritten policy (needs to be rechecked for consensus) that informal relationships with other organizations are preferred over formal liaison relationships if they are sufficient. Section 2.4. talks a bit about this in the case of transmittal of liaison statements but this is a broader matter.
