Get shelley staging testnet cluster moved to cardano-ops.

It's currently on a temp deployment. Once we ensure block production works, we can redeploy using staging-shelley-short cluster name. We want a full migration from an existing cluster to cardano-ops and ensure it does not recreate any instances in the process. This will be the migration procedure all the way to mainnet.
