Industrialize cardano-db-sync snapshot process #376

The recently created db-sync snapshot process is a great start. We think it would be even better if the following were set up for it:

Have dedicated db-sync instance
Cron job
A landing page for snapshots or at minimum a permalink to latest snapshot
Automate cardano-db-sync state snapshots restoration via Docker (#693)

Full requirements to be confirmed

Other suggestions:

include latest epoch-no in the snapshot name
ideally, there would be a link in the snapshot documentation page, pointing to the shapshots page
