Bullet Chart tooltip placement issue in RTL.

To Reproduce

Steps to reproduce the behavior:

1. Go to https://4970-beta0-enterprise.demo.design.infor.com/?theme=new&mode=light&colors=default&locale=ar-SA
2. Scroll down to Bullet Chart component
3. Hover over the chart to show the tooltip
4. Notice the placement of the tooltip
