Immich doesn't respect language settings when filtering for date

I have searched the existing issues, both open and closed, to make sure this is not a duplicate report.

The bug

Setting the date format for the application doesn't actually change the way the application handles dates.

Instead of showing the date format and date format selectors in the selected date format, they are always shown as dd/mm/yyyy

Reproduction steps

1. Set the language in Account settings to be Swedish

Note the Date-format
2. Try to filter on said date format

Note that it's dd/mm/yyyy

Which is not the date format set.

It's the same when trying to change a date on a file.

I'll take a look at how the date inputs work, because I have the opposite issue, I want it to be dd/mm/yyyy, but even though I have locale set to Spanish, it is in mm/dd/yyyy.
