Resolves #959

This will take some time...

Notes:

  • Retire enabling/disabling capability of SystemComponent, was never used
  • Retire limitation of reactive power?
  • Retire calculateMissingReactivePowerWithModel
  • Participant replaying primary data is considering operation interval and is able to handle flex power control
