Extend Validation to check if all battery storage do have an Em that is controlling it

From our current understanding installing a battery system without any control logic provided by an energy management system does not really make sense. Thus via the validation utils it should be checked that every battery system has some Em controlling it.

• find out what to check and how to do this
• extend the existing validation utils
• once this is done, create some issue and PR in SIMONA to use these functionalities
