Adapt date column name

InfluxDB requires the time based field to be named "time". Hence a renaming as suggested in PSDM#175 make sense also for the DWDToolsIconScheme.

Additionally, the existing database needs needs to be adapted accordingly.

In that regard, also check for needed adaptions brought in by ie3-institute/PowerSystemDataModel#516, ie3-institute/PowerSystemDataModel#321 and ie3-institute/PowerSystemDataModel#329

As per discussion with @t-ober, it might be a good idea to introduce PSDM as a dependency here and use the field names as defined in corresponding factories, e.g. IconTimeBasedWeatherValueFactory
