Proposal to reorganize documentations

I have been doing work to lead the reorganization of the ICON Network documentations. We have received some feedback from developers and power-users in the recent Devera hackathon that the current documentations can be confusing to use.

Please see the following proposed format for the ICON Documentations. This format is inspired by the Ethereum Developer Documentations. I am intending to do much of the reorganization myself, and I will reach out to the IconLoop team or other collaborators for further information for topics on which I will need more information. In the meantime, all current teams can continue to operate as normal, but I am open to collaboration as well if we would like to prioritize this.
