As per title, enables defining lat/lon extent for icenet_plot_forecast calls. Also, includes hopefully detailed enough help section.

This should be fully backwards compatible with existing v0.2.8 approach of just specifying a pixel bound region.

Note: As mentioned in the original icenet PR, metric outputs haven't been updated to capture this change yet! Only the sic mean and standard deviation png and mp4 files are covered:

icenet-ai/icenet#282
