redacter: Don't use plain markup for sectioning

The “anonymous” section headers “Overview,” “Evidence,” and “Analysis” should not be created by simple LaTeX markup (quote, \textbf). Instead, some form of macro should be used.

As a short-term remedy, put \filbreak before the “headers,” to avoid orphans.
