Description

This task aims to create release 0.0.4-beta of SATP-Hermes. Tasks

1. Add automation to publish both SATP Gateway and API1 SDKs
2. Add typedoc documentation for SATP-Hermes (docs(satp-hermes): add typedoc documentation #4012)
3. Create RELEASE.md explaining the workflow and release process for this package.
